Unable to connect to TV #50

When trying to add my TV, I'm prompted to enter the IP address. after entering, I get an error prompt and can try again (and again)

both homey (2023 on 10.3.0, running philips app 2.5.1 ) and the
Philips 55OLED706 are on the same subnet, IP is correct. any clues?
