Does Learn Code only send learn commands to the first host device listed?

I didn't see anything in the documentation that would confirm that this is the case, but I found that I couldn't learn codes from the device at my desk unless I re-ordered the device list. It's not something that needs to be fixed, but maybe the documentation can be updated if this is the case.
