BUG? Warning about previous version only shows up in 'full-window' view, not 'panel' view

Looking at Ebola Sudan seq PP_0011CQ4
Something wrong with sequence modal view thing for version warnings.

Issue

When viewing in 'panel view' (or 'preview modal') - one doesn't see the "This is not the latest version of this sequence entry" banner at the top.

To replicate:

Go to Ebola Sudan and click on the first seq (assuming it's still the above).
Switch back and forth between .1 and .2 version without clicking the version button itself (this takes you to 'full window' view). Notice no banner:

However, in the full-window view of .1, you can see the banner on the .1 version of the page:
