[BUG] Deluge webui password keeps resetting to deluge - other settings remain persisted.

Current Behavior
The deluge web ui randomly (not after a restart) resets the password to
deluge.This does not occur specifically after a restart, and force restarting does not exhibit the issue.
Other configuration changes are persisted - it appears to just be the webui password that is being reset to the default.
Expected Behavior
Once set, the password should remain and not be reset to the default
