Floating plus (+) Button Not comes on text deletion of H2/H3

Floating plus button doesn't come when you make a paragraph to H2 and then delete the text till caret position 0. Its comes in paragraph

Steps:

1. Write Text
2. Make it H2
3. Delete text by backspace till caret position 0. You will not see plus floating button

With paragraph you will be able to see floating plus button. Any ideas on the same? Thanks in advance
