Scroll Interactivity Issue

There is an issue with the current codebase in that there is no interactivy with the vertical scrollbar in a satisfactory manner on any browser. Therefore if content is taller than the page height users will only be able to scroll using a mouse wheel or equivalent. Laptop users will obviously not be able to scroll.
