This PR introduces a new package,
p2p/transport/internal/quicutils. I chose to make it an internal package, because I don't want to expose those variables as part of the go-libp2p API. The only reason the variable is in its own package (and exported) is that both thequicand thewebtransportpackage need to have access to it.Part of #1827.
