Copied from marten-seemann/go-libp2p-webtransport#5.

We should expose the logic in https://github.com/libp2p/go-libp2p/blob/master/p2p/transport/quic/tracer.go, so we don't have to copy large amounts of code.

It probably makes sense to move this code to go-libp2p first.
