Speed tests using lthnvpnc against speedtest.net using the same exit node (Lethernet FR), on the same client network, yielded 120 mbps down on Linux but only 40 mbps down on Windows.

Is there some optimization or tweaks needed on Windows to equalize the speeds?

I see we are not alone here.
We need to test it and find real solution.
Let us start here: https://forums.openvpn.net/viewtopic.php?t=20941
and here: https://www.reddit.com/r/OpenVPN/comments/6bwx2b/openvpn_on_windows_extremely_slow_connection/

We need to tune txqueuelen, mssfix and fragment probably.
