Custom does not work

In my operation below the picture:

when selecting scope,I tried custom,but the next step is Write a SHORT, IMPERATIVE tense description of the change:.
However, the correct one is appearing the Denote the SCOPE of this change:,but it was not!
How can I resolve this question?

The author create a patch in a new deps #201 (comment), cz-custom works.
