Move to Bootstrap 4

How about moving from Bootstrap 3 to Bootstrap 4?

They just released the beta after 2 years of alpha, who knows when Bootstrap stable comes out

When releasing a stable version of Laravel, it is logical to ship it with a stable version of third parties like Bootstrap.

It isn't a valid reason to choose an alpha version of something just because it takes too long for them to release a stable version.

It seems like it has been done. Bootstrap is still in beta. laravel/framework#22494
