In a PR, we will be introducing the [Excluded:WindowsDocker] tag, with the intent of enabling some of the [LinuxOnly] tests on environments with Windows Containerd, which has more features that we'd want to validate through [Conformance] tests.

It is a temporary tag, as we will be removing support for Windows Docker in Kubernetes 1.24, and we should remove this tag entirely then.
