Deprecate weave network

What would you like to be added

Weave is now archived and weavework sadly closed doors.
I suggest to remove official support for it.

1. It increase maintenance
2. It increase test coverage requirements
3. I would recommend new users to use it in the current state of the projects

How can we move?

1. I would say to remove it from the documentation and CI
2. Add an assert/fail if weave is selected with warning message (have a way to bypass it)
3. Remove or move related code to contrib.

Optional: users knows how to migrate existing clusters and it's automated.

Why is this needed

Weave is not maintained anymore
