Only run helm action when Chart.yaml modified

What is this PR about? / Why do we need it?

The helm release action gets run every time the charts/ directory is modified. However, if the helm version hasn't been bumped (either by accident or because the new changes intentionally shouldn't be released) then the commit has a sad red X when merged into master:

This PR fixes that by only running the helm release action when Chart.yaml is modified (which very likely is a version bump).

What testing is done?

Manually tested on test branch of forked repo

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
