  • Evaluate performance of KokkosBatched, MAGMA, and CUBLAS batched GEMM interfaces
  • Additional performance evaluation of Kokkos batched GEMM interfaces
  • Add host-level batched GEMM interface

Depends on #847 and kokkos/kokkos#3922.
