Describe the problem related to the feature request

现在的 watch 只支持 watch 一个目录，而我在生产环境的时候希望只 watch koishi.yml 的更新。所以希望可以有对单个文件的指定 watch。

Describe the solution you'd like

1. 允许 cli 传递一个文件或者目录列表，或者把这个列表放在 .env 内
2. 新增一个 hmr 插件，专门做热重载的工作，把 watch 的文件或者目录列表放在配置文件中
