Describe the bug

sandbox 中用户设置的 primitive 并未设置初始值。经过 debug 发现 initial 是正常从数据库中获取的 4, 但是看上去没有生效

Steps to reproduce

启用 sandbox, 添加用户并设置其权限，刷新页面可以看到权限变回了 1, 但是实际上数据库中是 4

Expected behavior

正常显示 4
