Describe the bug

把 autoAssign 设为 false 以后手动at机器人发 assign 也不会在数据库中创建对应频道的行
导致机器人重启以后assign状态就丢了

Steps to reproduce

把 autoAssign 设为 false 以后手动在一个新 channel 中 at机器人发执行 assign 指令

Expected behavior

分配 assignee 以后持久化储存频道相关信息

OS: Ubuntu
Platform: Onebot (guild channel)
Node version: v16.13.1
Koishi version: 已知 v4.4.2 和 v4.5.2 都有此问题
