Describe the bug

To Reproduce
假设 options.authority.base 设定为 2，options.authority.context 设定为 3

  • 给群员 小明 分配 2 级权限：小明无法新增或编辑仅在本群生效的问答
  • 给群员 小明 分配 3 级权限：小明可以新增或编辑仅在本群生效的问答，但是也可以编辑非本群生效的问答

Expected behavior
当用户权限等于 base 设定时，可以为本上下文新增问答，可以编辑本上下文和作者为自己的问答
