Refactor the concept schema into standard serializable form

We need to refactor the concept schema Python module into a standard serializable form (JSON Biolinks?) that makes it easier to document, modify for non-Python developers, etc.

We can still have the class hierarchy but we should parse the serializable form into the class hierarchy.
