Keybase for Windows requests a timer resolution smaller than the platform maximum timer resolution. #16709

This behavior was previously reported for version 1 in #2525 and can significantly decrease battery life.

This is caused by Go itself:
golang/go#28255
We could arbitrarily set it to the documented max, but it is a systemwide setting some other programs may need to set.
