This PR is the enhancement adding contributing.md to the kpm repository to make community members and open-source contributors well aware about the codebase.

@Peefy @zong-zhe I have added CONTRIBUTING.md also linked it to kcl docs so that one can easily find the guide. PTAL!!!!
