Requests sign-in when trying to commit to a new local repo

When trying to make an initial commit on a local repo in visual git, the user is told they are not signed in and prevented from making the commit.

To reproduce this: create an empty local repo, log in to visual git, add a file and try to commit.
The following popup appears:

This popup should not appear as the user is logged in, and even if they weren't it wouldn't matter as it is a local repo.
