Use github releases in order to make new versions of the plugin available #46

Modify the current release pipeline in order to:

Whenever a v* tag is created, create a corresponding release. Use this github action for that: https://github.com/marketplace/actions/create-a-release
Then upload the plugin's zip to the release so that it may be downloaded by the QGIS plugin installer. Use this github action: https://github.com/actions/upload-release-asset
Modify our custom plugin repo in order to generate an xml file with all available releases, not just the latest
