map thumbnail does not update after updating map

I updated a map on testing by adding another layer but its thumbnail did not update.

Even going to Edit Map - Set thumbnail did not update the thumbnail.

Make both of these work

i found this issue is a bit confusing.
no problem on my local machine:

tested on testing server, the map thumbnail stays like nothing happen.

@boney-bun the map thumbnails are not working at all. Please see the following on testing

• Map layer thumbnail
  

• Map preview
  

even setting the thumbnail does nothing to the thumbnail.

Did we not have this working at some point after some fixes. We should not be breaking stuff (introducing regressions) but ranther enhancing it?
