• Single PR for the following two items:
• Update dev_mode in jupyterlab
  • Change outputDir in dev_mode/package.json to ./static
  • Port core_package index and webpack changes to jupyterlab/_dev_mode
  • Update update-core-mode to use the new files
• Port the cli and main app parts in jupyterlab
  • Port the commands.py and sibling files to jupyterlab/jupyterlab
  • Port the changes from main.py to jupyterlab/labapp.py
  • Add tests for the cli: develop, build,list and watch with -h in the usage test - use the existing mock extension
