If TLJH is installed in a private network that can't be reached by Let's Encrypt servers, it won't be able to provision HTTPS certificates. We should document this clearly. Folks should use manual HTTPS certificates inside private networks.

I'm closing this in favor of #726 that augments multiple issues on documentation improvements in the Enable HTTPS. There is now a dedicated bullet point about this specifically there.
