When opening a local formgrader from the course list, it opens jupyterlab in the new tab instead of the formgrader.

This is probably caused by 043cabe

Operating system

Ubuntu 22.04

nbgrader --version

0.9.1

jupyter --version

jupyterlab 4.0.5
notebook 7.0.3

Expected behavior

Opening the formgrader panel instead of a 'mise en abyme'
