Extract it from jupyter-incubator/dashboards. Remove the PHP bits and use plain old HTML instead for local apps. Duplicate any of the common JS libs from dashboards but treat the dashboards copy as upstream. Plug it into notebook via the content management bundler interface (jupyter-incubator/contentmanagement#13).
