DCAT-AP description of the ERA knowledge graph #18

The ERA Knowledge graph is an EU dataset and as such, it needs to be described with DCAT-AP and published on the EU Open Data portal.

I suggest producing an initial description now, to have sufficient time to review it, and then update it at the and of the project.

The actual submission for publication should be done by ERA.
