make build:types script to take its config from a custom tsconfig file

script build:types should take config from a custom tsconfig file inheriting config from the main one. This mainly for clarity reasons as the param we're currently passing in to the script are a lot. Also we need to NOT ignore test files in the main tsconfig while instead doing it during build process
