Add JVM_OPTS for jtcl and jtcl.bat start scripts. This will allow passing of jvm -X and -XX flags to the java command line.

Alternatively, and probably a better choice, is to move the -DTCLLIBPATH= to the options, before that mail class.

Note - also do this for the jtclni and jtclni.bat scripts.
