Create roles and assign them to users

As project owners
We want the users to have a role
To do this, we will create an enum with the allowed roles for a user
The requirement will be met when a user has a role and it must be set according to the roles requirements below

Roles:
Admin
User

Only admins can manage other admins and users
Users can't create admins or other users
