Add cron to check unmangled slugs daily
In there are unmangled slugs, show admin notice
allow dismissing admin notice temporarily or permanently
show admin notice only if user has manage_options permission

Add option checkbox to disable admin notices. Dismissing notice permanently should check this checkbox.
