There is a data error in BOEM, OREP's Offshore Wind - Export Cables Feature Service. So the following code will result in an error,

> boemWind::query_boem('export cables')
Error: Cannot open "{"error":{"code":400,"message":"","details":["Unable to perform query. Please check your parameters."]}}"; Check connection parameters.

Need more informative error messages for users to diagnose issues.
