Forcing Chains base difficulty is too high

It triggers odd cases where it's so large that it pushes steps that are very different to all be considered effectively the same. This is the second part of a problem originally tracked in #305.

Changing this will require re-tweaking how we do Hidden{n}Quad, etc.
