Right now Profiles and Targets have Country attributes, but it might be useful to target location on a province level.

...except Country is basically unimplemented in the ad ledger code. I removed it entirely in the last code reorganization, since I think there's a lot more work to be done in standardizing and validating location before I'm confident enough to allow it for targeting.
