Suggest package ID mode for consumers

This is a long-standing topic (conan-io/docs#3153). Can the requirement suggest it? Is this something automatic or something written by the recipe creator?

Readings:

All these hints everywhere in the graph confusing? Every requirement potentially will use a different package-id-mode. It is easier to understand if all the graph uses the same package-id-mode.
