Go Plugin Not Installed When Connected JEM WSL Environment Contains Go

Describe the Bug
The Go plugin is not being installed if a connected JEM WSL environment contains Go, but the Windows JEM environment does not. This requires the user to manually install the plugin and restart the IDE.

To Reproduce

1. Create a JEM Windows environment connected to a WSL environment that contains Go.
2. Install IDEA on the JEM Windows environment.
3. Observe that the Go plugin was not installed.

Expected Behavior
If the Windows environment is connected to a WSL environment containing Go, the Go plugin should be installed with IDEA.
