Block user chsonu_512 due to issue spam on issues.jenkins.io

The user chsonu_512 submitted many changes to issues. Those changes including closing many issues that were not actually closed.

I blocked the user, blocked the creation of new accounts on accounts.jenkins.io for 12 hours, and changed the state of the affected issues back to open.

With this more aggressive form of issue spam, we may need to consider the registration limitations that other open source communities use for issue tracker accounts.
