Vouch for new players. Would work like the report function in that it sends a message to the mod channel to be picked up. Optionally also add an entry in both the voucher and vouchee's log so we can track who vouched for who.

would this be used for channel vouches or just general entry to server?

We currently ask people to vouch to get access to more channels in the EU Teams server. This is a bit of an ad-hoc process and mainly depends on Sendo getting around to granting the role. With the vouch command I want to streamline it a bit so we don't have to tag admins or just Sendo every time we want to give someone the trusted role.
