Editing existing notes now requires users to have "Configure Devices" permission

Users who used to be able to edit notes they created are now no longer able to do so. After digging further into permissions, a user would need "Configure Devices" permission to be able to edit an existing note. But a user without "Configure Devices" permission is able to create and see the note. This is a breaking change in the last update. Ideally the user who creates the note should be able to edit it without having to grant that user access to the Fleet Manager.
