According to docs
https://developer.android.com/develop/connectivity/bluetooth/bt-permissions#declare-android12-or-higher
app should request ACCESS_FINE_LOCATION when requesting for BLE permissions.
Also https://developer.android.com/develop/connectivity/bluetooth/bt-permissions#assert-never-for-location this should be taken into consideration
