Environment Setup Issues: src/api-engine/requirements.txt

Python version: 3.10.12
I tried to run "pip install -r requirements.txt", and these packages gave me errors.

psycopg2-binary==2.8.4
pygraphviz==1.5
PyYAML==5.4
ruamel.yaml==0.16.12
ruamel.yaml.clib==0.2.2

I resolved it by commenting on them and installing the latest versions manually.
Do I need to update the versions in the requirements.txt file and make a pull request?
