Dialog.Root's onOpenChange callback is not called when dialog open

Dialog.Root's onOpenChange callback is not called when dialog open, is this a bug?

It seems to run the onOpenChange callback if the Dialog.Trigger is used to open/close it, but using some other method to toggle the open var seems to only call onOpenChange when it closes.
