How much work would it be to update to OpenCL 3.0/Cuda 12...cuda has always been back wards compatable #103

We need python libraries for cuda like cupy/numpy and cudf/pandas. It seems like a lot less work to get one compiler/translator working that it would to recreate everything in OpenCL.
