Seems to be crashing for some users, since #11438. See #12845.

I don't really have a great theory on that, unless something is failing. Hoping this catches something better.

WASAPI being the culprit definitely is the most plausible theory yet for these crashes... Nice detective work.

Could be verified on user machines by asking them to edit PPSSPP.ini to use DSound instead, but I think better just merge this :)
