Update Add and Edit resource dialog

Describe the issue you are experiencing

Our settings dialogs aren't consistent. Also we're workin towards a Material Design 3 dialog design #13084

Describe the behavior you expected

Content changes:

• Use sentence case for the title
• Change title to Add resource on new resource or Edit resource while editing existing resource
• Change warning title to Adding resources can be dangerous and text Make sure you know the source of the resource and trust them. Bad resources could seriously harm your system.
• Change input label to Webadress*
• Add label Type above radio buttons
• Remove Delete button and move this action to the table
• Add cancel button
• Rename action button to Add on new resource or Save while editing existing resource

3. Resources in the overflow menu
4. Add or edit resource
