[BUG] Elasticsearch-curator installation fails on RedHat

Describe the bug
There is an issue with elasticsearch-curator installation failing on elasticsearch_curator : Check test results task after upgrading to v5.8.3.

How to reproduce
Steps to reproduce the behavior:

1. Deploy a RedHat cluster with the logging component enabled with a modified feature mapping:

A command run directly on the logging machine has completed successfully.
The above error can be easily reproduced when the curator_cli command is executed after the LANG variable is unset.
So it looks like setting env variable LANG=en_US.UTF-8 in ansible task solves the issue.

After the fix, everything works fine.
For testing purposes, I modified the feature-mapping to enable elasticsearch and elasticsearch-curator components and performed the installation and configuration.
Tested on: AWS/Azure x RHEL/Ubuntu

Requires backporting to all branches.
