Describe the bug

Api call for a burn block returns error if burn block older than Nakamoto block.
E.g.

To Reproduce
run above calls

Expected behavior
pre nakamoto returns stacks block(s).

Closing this as further investigation shows no stacks block mined at bitcoin block 868000.
